Cold Lake Fire-Rescue recently conducted surface water rescue training, showcasing their commitment to readiness and public safety.  

 

Over two days in early May, CLFR organized two comprehensive training sessions for firefighters to hone their water rescue abilities on the Beaver River. Led by Trans-Care Rescue Ltd., the training engaged 20 members in various aspects of water rescue operations.  

 

“This training has been in the works for a while, and we were finally able to host it,” says Fire Chief Jeff Fallow.  

 

The training curriculum, split over classroom instruction and practical exercises on the water, covered essential skills such as boat operations, patient rescue using boats, tethered rescuer techniques, and employing throw bags in rescue scenarios.

Notably, this training served as the inaugural opportunity for CLFR to utilize their newly acquired inflatable rescue boats, enhancing their capacity for water-based emergencies.  

 

“Our members found the training to be very informative, as well as gained an appreciation for the intricacies of this kind of rescue,” Fallow adds.

In a recent session, Rick Janvier, a member of the Cold Lake First Nations from Treaty 6 territory, passionately addressed the City of Cold Lake council, urging their support for an upcoming event aimed at nurturing stronger bonds between First Nations and non-First Nations communities.  

 

 Scheduled for August 26th to 30th at the English Bay Treaty Grounds, the Treaty 1-11 Gathering, titled “Carrying the Fire Forward,” endeavors to forge connections grounded in mutual respect, recognition, and reconciliation. Janvier elucidated the significance of the event, emphasizing its role in fostering brotherly relations between Indigenous and non-Indigenous peoples.  

 

With an anticipated attendance of up to 3,000 individuals, spanning leaders, elders, youth, and community members from diverse First Nations backgrounds across Western Canada, the gathering promises a platform for vital discussions encompassing political, legal, international, and communication strategies. Moreover, it aims to address pressing issues such as land rights, access to healthcare and education, and healing pathways from the scars of the residential school system. 

 

Janvier articulated the economic implications of the event, outlining potential benefits for Cold Lake and Bonnyville businesses. He revealed that Cold Lake First Nations had already secured approximately $250,000 through fundraising efforts and partnerships, with total costs estimated between $300,000 to $400,000. Travel Alberta has pledged support, alongside local industry, and a registration fee structure is in place to offset expenses, offering fee waiver for youth under 17 and elders over 65. 

In a letter addressed to the city council, organizers emphasized the collaborative nature of the gathering, jointly hosted by Cold Lake First Nations and Beaver Lake Cree Nation, while requesting sponsorship contributions ranging from $1,000 to $50,000.  

 

Expressing gratitude for Janvier’s impassioned plea, council members committed to deliberating on the sponsorship request in an upcoming session, acknowledging the event’s potential to fortify community ties and advance reconciliation efforts.

On April 24, Bonnyville RCMP conducted a routine traffic stop in Kehewin, which quickly escalated when officers reported spotted a firearm in the vehicle, resulting in the arrest of all three occupants. Upon further investigation, police discovered a loaded 12-gauge shotgun, cocaine, and brass knuckles during a search of the vehicle.  

 

As a result of the incident, RCMP charged the three individuals involved.  

 

Shaylinn Badger, 28-year-old Cold Lake resident is charged with unlawful possession of a firearm, careless use of a firearm, possession of cocaine, and carrying a concealed weapon. Badger appeared before a Justice of the Peace and has since been released from custody pending further legal proceedings.  

 

Anthony Delorme, 38-year-old Lac La Biche resident is charged with, unlawful possession of a firearm, careless use of a firearm, possession of cocaine, carrying a concealed weapon, and three counts of possession of a firearm contrary to a prohibition order. Delorme also appeared before a Justice of the Peace but has been remanded in custody as the legal process continues.  

 

Kirkland Wells, 26-year-old Cold Lake resident, is charged with unlawful possession of a firearm, careless use of a firearm, possession of cocaine, and carrying a concealed weapon. Like Badger, Wells appeared before a Justice of the Peace and was released from custody pending further proceedings.  

 

The arrests and charges underscore the ongoing efforts of law enforcement to maintain public safety and combat illegal activities within the community. Bonnyville RCMP continues to investigate the circumstances surrounding the incident.

In response to escalating concerns regarding vagrancy and anti-social behavior, the city of Cold Lake is taking decisive steps to safeguard public safety and address the needs of vulnerable individuals within the community.  

 

Collaborating closely with the Cold Lake John Howard Society, the city has tried to provide support and shelter for those experiencing homelessness and access to essential services for additional and mental health issues. However, recent threats of violence and a surge in aggressive behavior among individuals accessing these services have prompted the temporary shutdown of operations by outreach staff.  

 

Expressing grave concern over these developments, Mayor Craig Copeland emphasized the need to balance assistance for vulnerable populations with ensuring the safety of both service providers and the wider public. Copeland underscored the importance of protecting investments made by local businesses and the well-being of Cold Lake residents.  

 

“It’s concerning to hear that the potential for violence has led professional social workers to pause their operations,” Mayor Copeland said. “It is important to help those in our community who are in a vulnerable position, who have become unhoused, or who are suffering through addictions or mental health issues.”  

 

To address these challenges, the city’s Municipal Enforcement Department has collaborated with the RCMP to enforce laws related to vagrancy, aggressive panhandling, illegal encampments, and other anti-social behaviors. Special focus is being placed on habitual offenders engaging in such activities, with targeted enforcement initiatives underway in strategic areas of Cold Lake.  

 

Despite these efforts, concerns persist regarding the efficacy of legal consequences for offenders. Many habitual offenders have cycled through the court system with minimal repercussions for their actions, prompting the city to explore alternative measures. If fines fail to deter dangerous behavior and accumulate, the city plans to pursue jail time for individuals under provisions that levy penalties for unpaid fines.  

 

“The residents of Cold Lake have gone to great extent and significant expense to provide shelter and support for vulnerable people,” Copeland said. “At the same time, we need to ensure that the residents of Cold Lake and their businesses are not victimized as a result. Our police and peace officers have done their part, but the courts all too often fail to provide meaningful justice. We will take all steps available to us to keep our community safe.”  

 

Mayor Copeland voiced frustration over the shortcomings of the judicial system in delivering meaningful justice, citing an increase in habitual offenders and the brazenness of vagrancy in recent weeks. The city council has directed the administration to monitor the progress of enforcement measures with the RCMP and Municipal Enforcement efforts, reflecting a commitment to enhancing public safety and holding offenders accountable.  

 

The city of Cold Lake acknowledges the pressing need for comprehensive solutions to address homelessness and associated challenges. As efforts to tackle these issues continue, the city remains steadfast in its commitment to ensuring the safety and well-being of all residents.

In a move aimed at bolstering economic development and fostering community partnership, the Cold Lake city council has voted to provide Cold Lake First Nations with a letter of support for an expansion to Casino Dene.   

The decision comes following a formal request outlined in a letter from Cold Lake First Nations Chief Kelsey Jacko, detailing the planned expansion of the popular casino. Mayor Craig Copeland emphasized the significance of Cold Lake First Nations as an integral partner in economic growth and a valued neighbor.   

“Council was happy to support their project to expand Casino Dene,” Copeland stated.  

The proposed expansion is set to increase the footprint of Casino Dene by 6,000 square feet, supplementing its existing 20,000 square feet. This augmentation aims to provide patrons with a wider array of gaming options, enhancing the overall experience at the facility.  

Moreover, the expansion project is anticipated to generate numerous employment opportunities, with Cold Lake First Nations estimating the creation of dozens of construction jobs throughout 20204 and 2025. Additionally, five permanent positions are expected to be added to the workforce upon the project's completion. 

Currently, Casino Dene serves as a significant employer in the region, boasting a workforce of over 85 individuals. Copeland emphasized the pivotal role played by Casino Dene and its affiliate, Primco Dene, as a crucial economic engines for Cold Lake First Nations, contributing substantially to the local economy.  

“We have a strong history of collaboration on economic development initiatives that our communities take on,” Copeland reiterated. “And this decision furthers the important relationship between the city and Cold Lake First Nations.”  

The council’s support for the expansion project underscores a commitment to fostering economic growth and cooperation between the city of Cold Lake and Cold Lake First Nations. It represents a strategic move towards leveraging opportunities for development while reinforcing the bonds between neighboring communities.

Tri City residents were on edge this past weekend as a wildland fire broke out late in the evening on April 27, prompting quick response from local authorities. The incident, which occurred in a neighborhood within the municipality, had many concerned about the potential spread of flames amidst dry conditions.  

 

“It’s a dry start to the summer, so a lot of fires are popping up right now,” remarked Mayor Craig Copeland, reflecting the sentiments of many in the community who are wary of the heightened fire risk. 

The blaze, estimated to be about 15 meters by 30 meters in size, prompted an immediate response from Cold Lake Fire-Rescue. With efficient coordination and quick action, they were able to bring the fire under control, minimizing potential damage to surrounding properties and infrastructure.  

 

In addition to the primary fire, responders also identified and extinguished a smaller fire along a trail between two homes in the same neighborhood, further highlighting the potential dangers posed by dry conditions and outdoor fires.

The Cold Lake City council has recently enacted several noteworthy measures aimed at fostering inclusivity, aiding seniors, and promoting community development

 

One significant amendment involves the city’s smoking bylaw, which now accommodates Indigenous ceremonial practices. The revised bylaw permits the ceremonial use of smoked products for smudging and pipe ceremonies within the city facilities. Previously, all forms of smoking were prohibited on premises. However, to ensure safety and appropriateness, prior authorization and approval are required for such ceremonies. This includes temporary adjustments like disabling smoke detectors and sprinkler systems, maintaining access to fire extinguishers, and informing other facility users.  

 

In another move to support seniors, the City of Cold Lake has renewed its commitment to the Seniors Rebate Program. This initiative, in existence for almost two decades, offers tax rebates to low-income seniors. Since 2023, the city has collaborated with the Province of Alberta through an information sharing agreement to identify eligible seniors more efficiently. This annual agreement allows for the identification of seniors who qualify for the program, resulting in an additional 40 seniors identified in 2023 compared to the previous year, bringing the total to 62. These seniors benefit from property tax rebates courtesy of the City of Cold Lake.  

 

Additionally, Cold Lake City council has greenlit the Vacant Lot Incentive Program policy, designed to stimulate community development. Property owners with long-vacant lots listed for sale may now be eligible for a one-time property tax rebate grant. With growing interest from developers but limited available properties for development, the program aims to incentivize the sale or development of vacant lots, thus enhancing overall community growth and prosperity.  

 

These initiatives underscore the city’s commitment to proactive governance, community welfare, and economic vitality, promising a brighter future for Cold Lake and its residents.

In a recent session, Cold Lake’s council delved into the intricacies of secondary suites, addressing the hurdles and potential remedies associated with their development.  

 

Andrew Jabs, the manager of Land Use Planning, Development, and Regulatory Services with the city of Cold Lake, provided comprehensive insights into the significance of secondary suites in augmenting the municipality’s housing inventory. At the April 16 Corporate Priorities meeting, Jabs elucidated that secondary suites, often known as basements, garages, or garden suites, offer a practical means to expand housing without subdividing and servicing new lots. 

 

Despite their potential benefits, the development of secondary suites in Cold Lake has fluctuated over the years. Jabs identified several barriers to their development, including discretionary use classifications, lengthy approval timelines, and substantial construction costs ranging from $25,000 to $75,000.  

 

To address these challenges, Jabs proposed various options, including amending the Land Use Bylaw to streamline approval processes, adjusting parking requirements, and offering financial incentives. The latter garnered significant attention, with suggestions ranging from waiving development fees to providing tax rebates and direct financial incentives of $5,000 to $7,500 per suite.  

 

Council members expressed diverse perspectives on the proposed options. Councilor Vicki Lefebvre and Mayor Craig Copeland voiced support for offering incentives to promote secondary suites, particularly favoring the $5,000 incentive option. Lefebvre remarked, “I like the idea of having a secondary suite... I think they can serve a purpose within the area.” Mayor Copeland echoed this sentiment, stating, “Secondary suites may help offset the costs of a mortgage, which may make homeownership more attainable for residents.”  

 

However, Councilor Ryan Bailey emphasized the importance of preserving the right to appeal for neighbors, citing concerns about potential impacts on parking and neighborhood dynamics. Bailey underscored, “I wasn’t too keen on taking the voice of the neighborhood away from having a possibility of appeal... Look, this can't happen.”  

 

Following deliberations, the council recommended to the administration the initiation of a $5,000 incentive program with a cap of $100,000. This decision reflects councils' commitment to addressing housing challenges while balancing residents' concerns and ensuring a robust appeal process.

In a recent Cold Lake council meeting, the implementation of a Safe Haven Baby Box program once again took center stage, sparking extensive deliberations among council members.  

 

The discussion stemmed from an earlier delegation presented by Ardmore resident Mary Sara Robichaud during the January 23 regular council meeting. CAO Kevin Nagoya kicked off the April 16 Corporate Priorities meeting by underlining the program’s significance, emphasizing its role in providing a discreet option for individuals facing challenges.  

 

Nagoya shed light on the administrative complexities surrounding the program, particularly the involvement of Covenant Health and AHS in similar initiatives. While Covenant Health spearheads the “Safe Baby Haven Box program,” AHS operates the “Angel Cradle Program.” Nagoya highlighted the preference to maintain affiliation with Covenant Health despite Cold Lake Hospital falling under the AHS umbrella.  

 

The Safe Haven Baby Boxes program aims to prevent illegal abandonment of newborns by offering awareness campaigns, a 24-hour hotline for mothers in crisis, and the Safe Haven Baby Boxes as a last resort option for women seeking complete anonymity.  

 

Discussions during the meeting revolved around operational intricacies, continuous monitoring, and immediate access to healthcare facilities. Councilor Vicki Lefebvre voiced support for the program’s intent but expressed concerns about feasibility given existing strains on healthcare and social services.  

 

Mayor Craig Copeland echoed similar sentiments, suggesting a potential meeting with Covenant Health in Bonnyville to gauge their receptiveness to hosting the program.  

 

The meeting concluded with considerations for drafting a motion to direct the administration to initiate discussions with Covenant Health. Despite differing opinions and concerns, there was a unanimous consensus on the necessity for thorough exploration and collaboration to address the community needs.

Cold Lake councillors have deferred a decision on whether or not to grant paramedics free access to the Cenovus Energy Centre for fitness training. This deliberation was prompted by a meeting on March 19, where RCMP requested access to the facility due to space constraints at their detachment.  

 

At the latest meeting, council members addressed a letter from Jason Spears of Associated Ambulance, representing Cold Lake’s paramedics, advocating for expanded access to the Cenovus Energy Centre. City Chief Administrative Officer Kevin Nagoya revisited the council’s previous recommendation of a one-year pilot project for RCMP access at the fitness centre.  

 

Mayor Craig Copeland highlighted the importance of supporting essential services like the RCMP, anticipating similar requests from other sectors. He underscored the significance of physical fitness for individuals in these fields to maintain their strength. He supported extending access to paramedics under guidelines similar to those of the RCMP’s pilot project.  

 

“So, I have no problem supporting under the same guidelines as the RCMP. It was a one-year trial. I don't know how many people are really going to take us up on it, but I think it’s important that the ambulance people are in good shape and can carry hundreds of pounds of people. That’s just my own thoughts. It doesn’t bother me.”  

 

However, council members expressed varied viewpoints on the proposal. Coun. Adele Richardson voiced her reservations about extending access to paramedics under conditions similar to the RCMP's, emphasizing the situational nature of the RCMP’s request due to space constraints.  

 

Similarly, Coun. Vicki Lefebvre raised concerns about setting a precedent and the potential ripple effect of granting additional emergency service personnel access. To ensure fairness, she suggested exploring alternative solutions, such as volume discounts for healthcare professionals at other facilities.  

 

After considering the different perspectives, council members decided to defer a decision. After evaluating the RCMP's participation in the pilot project, they agreed to revisit the issue in the spring of 2025.

The City of Cold Lake is on the brink of propelling its regional airport towards certification and the potential introduction of scheduled air services, thanks to a substantial $144,000 grant from the Province of Alberta.  

 

Administered by Alberta’s Ministry of Jobs, Economy and Trade, the Regional Airport Development Grant will provide crucial support for Cold Lake to finalize its draft Cold Lake Airport Expansion Implementation Strategy, initiated in August 2023. Now in its final phase, this strategy delineates essential steps required to comprehend and execute infrastructure upgrades, procedures, and manuals crucial for airport certification.   

 

Mayor Craig Copeland expressed confidence in the project’s prospects. “Ultimately, our goal is to see screened, scheduled flights come to Cold Lake, but this is a complex project that comes with a significant price tag,” Copeland stated. “We are confident that the community will get there, but first, we need to make sure that we make the right investments in the airport.”  

 

Initial estimates indicate that upgrades necessary for screened passenger service could cost approximately $19 million. While interim solutions might involve securing unscreened scheduled flights, airport certification remains a fundamental prerequisite.  

 

The grant will enable Cold Lake to conduct a thorough gap analysis, pinpointing deficiencies in aerodrome standards and practices. It will also finance the development of updated manuals, including the Airport Operations Manual, Safety Management Manual, Wildlife Management Plan, Snow Removal and Ice Control Plan, and an Emergency Response Plan. Furthermore, a cost analysis will be undertaken to align the facility with federal aerodrome standards.  

 

In recent years, significant enhancements have been seen at Cold Lake Regional Airport, including the introduction of GPS approaches, runway overlays, LED airfield lighting, precision approach path indicators, a new fuel facility, paved taxiways, and a new terminal building.  

 

Mayor Copeland stressed the importance of preparedness for potential flight implementations. “When the time comes to introduce screened or unscreened flights in Cold Lake, we must have our plans and infrastructure in place,” he emphasized. “Opportunities in these cases can be fleeting, so it’s essential to take the necessary steps to be ready.”  

 

The grant marks a significant step toward realizing Cold Lake’s vision of a certified airport capable of accommodating scheduled air services, bolstering connectivity, and fostering economic growth within the region.

With warmer weather approaching, Cold Lake residents and visitors eagerly anticipate a diverse array of exciting events set to unfold in the region. From farm-to-table dinners to vibrant music festivals, the summer season promises abundant entertainment and cultural enrichment. Several of these anticipated festivities captured the spotlight at the recent city of Cold Lake council meeting on April 9, as organizers sought help from the city to ensure their success.  

Open Farm Days 

Guy Bonneau introduced the concept of Open Farm Days, a province-wide initiative designed to promote agritourism and rural sustainability. Scheduled for August 17 and 18, the event invites visitors to explore the region’s farms, interact with local producers, and indulge in unique culinary experiences. Bonneau highlighted plans for an unforgettable farm-to-table dinner on the Marina Break Wall, featuring collaboration between farmers and talented chefs to showcase the best of local cuisine.  

 

Feast at the Beach  

Joanne Roch, Vice-president of the Cold Lake Chamber of Commerce, shared details about Feast at the Beach, stated for Labor Day weekend. This community festival promises a weekend filled with entertainment and culinary delights for all ages, fostering community spirit and attracting visitors from across the province. The Chamber requested $20,000 from the city to support the event and ensure its continued success and growth.  

 

Fast Lane Connections  

Serina Parsons from the Bonnyville and District Chamber of Commerce introduced Fast Lane Connections, an initiative aimed at revolutionizing networking in the region. Scheduled for June 19 in Cold Lake and June 20 in Bonnyville, this event offers tailored introductions and dynamic networking opportunities for industry leaders and local businesses. Parsons sought sponsorship support from the city council to facilitate the event’s success.  

 

Mudfest 

Billie Jo Aasen, owner and executive producer of Mudfest, provided updates for this year’s event, following its successful run in 2023. With an impressive lineup featuring bull riding and live music by renowned artists, Mudfest promises excitement for attendees. Aasen requested $20,000 from the city to enhance the event’s overall experience and contribute to its positive impact on tourism.  

 

The city council expressed interest in supporting the event and will deliberate on the requests at the next council meeting. The decisions made will not only shape the summer calendar but also contribute to the vibrancy and cultural richness of the cold lake community.

During the April 9 council meeting, the costs and responsibilities associated with cemetery maintenance took center stage as officials addressed the pressing needs of the St. Dominic Cemetery Society. Facing a critical shortage of burial plots for parishioners, the society sought financial support to address the issue.  

 

Responding to the plea for assistance, council approved a grant of $70,000 to be allocated toward concrete work for headstones and curbs at two cemeteries overseen by the St. Dominic Cemetery Society: Assumption Roman Catholic Cemetery and Saint Dominic Roman Catholic Cemetery. The funding, which can be divided between the two cemeteries as deemed necessary by the society, aims to bolster their infrastructure and ensure continued functionality.  

 

Mayor Craig Copeland underscored the significance of supporting cemetery maintenance efforts, acknowledging the substantial volunteer efforts required to keep these sacred spaces in proper condition. “A lot of work goes into keeping cemeteries up and running,” Copeland remarked. “There’s a lot of sweat equity that volunteers put in to maintaining these areas of community of which they are looking for a helping hand.”  

 

The infusion of funds is projected to secure a 10-year plot supply and sale for the cemeteries, effectively extending their operational lifespan for the foreseeable future.  

 

While the St. Dominic Cemetery Society oversees specific cemeteries, the City of Cold Lake owns and operates two additional cemeteries within the community: The Lakeland Cemetery and the Grand Centre Memorial Park Cemetery. At the latest regular meeting of the city of Cold Lake council, discussions once again centered around amending the city's smoking bylaw to accommodate Indigenous ceremonial practices.  

 

Kristi Isert, the general manager of corporate services for the city of Cold Lake, spearheaded the presentation, stressing the importance of aligning municipal regulations with provincial legislation concerning the use of smoke products in Indigenous ceremonies.  

 

Isert commenced the presentation by summarizing discussions from the March 19 Corporate Priorities Committee meeting, where members were briefed on the existing smoking bylaw and exemptions provided under provincial law. The proposed amendment, Bylaw 835-PL24, aimed to permit smoking for Indigenous ceremonial purpose within the city limits.  

 

Delving into the specifics of the proposed amendment, Isert highlighted the inclusion of definitions for ceremonial practices such as smudging and traditional pipe ceremonies, alongside an exemption clause for Indigenous individuals participating in such activities.  

 

“Definitions for smudging and traditional pipe ceremonies would be included in the bylaw, as well as an exemption, which would state that the right of Indigenous people respecting traditional Indigenous spiritual or cultural practices of ceremony are exempt from the bylaw and include such practices as the traditional pipe ceremony or smudging,” Isert said.  

 

Isert emphasized that the exemption would solely extend to active participants in the ceremonies, excluding spectators or onlookers. She also outlined procedural requirements for utilizing the exemption, including providing written notice to the Chief Administrative Officer or designated personnel at least 24 hours in advance.  

 

“At least 24 hours prior to the use of smoke under the exemption, the written request would be provided to the CAO or designate who would confirm the specific location was appropriate for use, to permit time to notify other users of the facility, disable smoke detectors, sprinklers and or ventilation systems, and provide access to a fire extinguisher, if requires,” Isert detailed.  

 

Suggesting the possibility of a public hearing before finalizing the bylaw, Isert prompted council members for their input. Coun. Chris Vining raised questions about the necessity of such a hearing, indicating that existing provisions adequately address concerns, thus minimizing the need for further public input.  

 

“I think the bylaw lays it out fairly clearly,” Vinning stated, underscoring the inclusion of notice being given. Proposing to proceed with the first reading of the amendment, Vinning expressed openness to revisiting the matter for subsequent readings if necessary.  

 

Vinning made a motion for the first reading of the bylaw, which passed. The bylaw is slated to return to a future meeting for second and third readings, marking a step forward in accommodating Indigenous ceremonial practices within the Cold Lake community.

The Cold Lake Regional Utilities Commission (RUSC) has taken a significant step forward in enhancing wastewater treatment infrastructure by awarding a contract to build a new wastewater treatment plant. With shovels set to hit the ground this summer, the $34 million project marks a crucial investment in modernizing treatment processes and ensuring compliance with federal and provincial regulatory requirements.  

 

Chair of Cold Lake RUSC, Ryan Bailey, emphasized the importance of the project, stating, “Wastewater treatment is one of those things that does not often grab headlines until things go very wrong. This project will modernize our treatment process to bring us well within compliance, despite a very challenging set of circumstances.”  

 

The new wastewater treatment plant will utilize cutting-edge technology known as a moving bed bio reactor. This innovative process utilizes millions of small polyethylene media to provide a large surface area for biofilm growth. Aeration keeps the media suspended in the wastewater, allowing the biofilm to efficiently treat the water by lowering biochemical oxygen demand and breaking down harmful chemicals. This technology was chosen for its effectiveness and cost-efficiency, utilizing much of the existing plant’s infrastructure and requiring less operation and maintenance than other processes.  

 

Stringent treatment standards are essential given the high organic load in the Beaver River, where the treated effluent is released. The moving bed bio reactor process underwent successful testing in a pilot project, demonstrating its ability to meet new environmental regulations. The pilot project results are now being utilized by municipalities across Canada that are facing similar challenges.  

 

Kevin Nagoya, Manager of RUSC, highlighted the financial implications of the project, stating, “While we received some government funding to help, RUSC will need to debt finance part of the facility, and ultimately there will be an impact on utility rates as RUSC must recover its costs.”  

 

The construction of the new wastewater treatment plant, awarded to Sure-Form Contracting Ltd., is expected to take 24 months to complete and bring online. RUSC, comprised of members from the City of Cold Lake, the Municipal District of Bonnyville, the Department of National Defence, and Cold Lake First Nations, demonstrates a collaborative effort to address critical infrastructure needs and ensure environmental sustainability for the community.

A recent discussion at a city of Cold Lake council meeting delved into allocating funds to St. Dominic’s and Our Lady of Assumption cemeteries, revealing a spectrum of viewpoints and considerations among council members. The discourse shed light on the intricacies of budget allocation and the broader implications of funding private entities. 

 

During the April 9 meeting, CAO Kevin Nagoya addressed the pressing need for concrete work for headstones and curbs in the cemeteries, estimating the cost at approximately $70,000. Nagoya emphasized the situation's urgency and proposed the council’s consideration of providing seed funding to facilitate progress. 

 

Coun. Chris Vining expressed reservations about deviating from earlier budgetary decisions, advocating for establishing clear structures regarding funding private cemeteries. He raised concerns about setting precedence and managing ratepayer expectations. 

 

Responding to Vining’s concerns, Coun. Vicky Lefebvre stressed the precedence set by previous decisions and underscored the importance of maintaining aesthetically pleasing cemeteries. She supported Nagoya’s recommendation, stating the council’s prerogative is to act in the community's best interest.  

 

However, not all council members agreed. Coun. Ryan Bailey and Vining opposed a motion to allocate $70,000 to the cemeteries, indicating a divergence in opinion among the council.  

 

Despite the dissenting voices, Lefebvre introduced the motion, prompting the final round of voting. The motion garnered approval from most council members, signaling a decision to provide financial assistance to the cemeteries.  

 

The council’s decision reflects a balancing act between fiscal responsibility and community welfare, highlighting the complexities of interest in municipal governance and resource allocation.

In a bid to bolster community initiatives, several local groups were recently awarded grant funding at the most recent council meeting. $49,699 was allocated to six deserving groups through the Community Recreation, Art, Culture and Heritage Investment Grant Policy (CRACH) and the Community Capital Projects Grant.  

 

CRACH Grants were distributed to Cold Lake Minor Hockey, with $4,600 earmarked to cover facility rental costs for the U15 Female Tier 1 Hockey Provincial Championship Tournament, and to the Pirouette School of Dance Society, with $1,500 allocated for their annual recital venue expenses.  

 

Community Capital Projects Grants were allocated to various recipients: the Age Friendly Cold Lake Society received $13,375 to enhance accessibility by purchasing a lift/elevator. The Cold Lake Snowmobile Club was granted $15,000 to facilitate the acquisition of a trail groomer. The Nelson Heights School Parent Advisory Council was designated $10,000 to aid in installing a playground at the school. Lastly, the Cold Lake and District Sportsmen’s Fish and Game Association received $5,224 to conduct a feasibility study and conceptual design for road safety improvements to their firearms range and relocate an older range.

The Otipemisiwak Metis Government’s Children and Family Services Department organized a series of Metis mingle events across Alberta to foster connections and celebrate culture. Among these gatherings, on March 23, Cold Lake had the honor of hosting one of these enriching events, which saw families coming together to participate in various activities and workshops.  

 

Reflecting on the event, Andrea Sandmaier, President of the Otipemisiwak Metis Government of the Metis Nation within Alberta, shared her insights. “When I walked into the event, it was heartwarming to see kids building a community out of Lego, each bringing their unique ideas and working together. It was beautiful,” she remarked.  

 

Sandmaier articulated the driving force behind hosting the Metis Mingle events, “It’s always about connecting. For Metis families, these events provide an opportunity to learn about culture and strengthen bonds. Connection is crucial for our mental wellness, and these events serve as a platform for families to meet and interact.”  

 

Workshops during the event catered to parents and caregivers, emphasizing mindfulness and yoga sessions alongside children's activities. Sandmaier emphasized the significance of these workshops, stating, “It was a lovely day where parents and children alike gained skills and knowledge.”  

 

Youth engagement in the workshops was particularly noteworthy, as they interacted with peers and learned about their culture.  

 

Feedback from attendees highlighted the value of these events in strengthening community bonds. “Parents and families left the event feeling happy and eager to continue interacting with each other,” shared Sandmaier. Such gatherings contribute significantly to building a sense of belonging and unity within the community.  

 

Looking ahead, the Alberta Metis Fest is scheduled for June 21st and 22nd at Metis Crossing. Sandmaier expressed enthusiasm for the upcoming celebration, noting its significance on Indigenous Peoples Day. “This celebration promises music, cultural performances, jigging artists, and market vendors- a testament to the richness of Metis culture and traditions,” she remarked.

Cold Lake RCMP launched an investigation into suspected drug activity after receiving a complaint on March 18. According to reports, an anonymous tip led authorities to a hotel room within the city limits, where they discovered approximately 630 grams of suspected methamphetamine along with other drug paraphernalia indicative of trafficking.  

 

The Cold Lake General Investigations Section (GIS) promptly initiated an inquiry into the matter, resulting in charges being laid against resident Brandon Hunter, aged 38, for possession of a controlled substance with the intent to traffic.  

 

According to authorities, this isn’t Hunter’s first encounter with law enforcement regarding drug-related offenses. He was previously arrested and charged on March 15, 2024, in connection with a separate drug trafficking investigation. During that operation, authorities seized approximately 283 grams of suspected cocaine and 63 grams of suspected methamphetamine.  

 

Following a Judicial Interim Release Hearing, Hunter was remanded into custody pending further legal proceedings. He will appear in the Alberta Court of Justice in Cold Lake on May 8.  

 

The Cold Lake RCMP urges anyone with information regarding drug-related activities to come forward and assist in combating the illegal drug trade in the community. Citizens can report suspicious behavior anonymously through Crime Stoppers or by contacting the local RCMP detachment.
