County of St. Paul approves three-year funding agreement with LARA

Facing funding instability, the Lakeland Agricultural Research Association (LARA) has successfully secured a three-year funding agreement with the county of St. Paul, ensuring $70,000 in annual contributions.

The decision followed a request from the association Chair Jay Cory, who emphasized the importance of consistent funding to support long-term agricultural research and innovation for local farmers and ranchers.

In a letter dated November 18, 2024, Cory highlighted the need for stable financial support to help LARA plan and execute research and projects effectively. The LARA serves multiple municipal districts, including the M.D. of Bonnyville, Smoky Lake County, Lac La Biche County, and the county of St. Paul. However, recent funding challenges have rose to the surface, particularly after Lac La Biche county withdrew support last year and Smoky Lake county indicated potential withdrawal.

During the January 14 council meeting, CAO Jason Wallsmith informed council that the county had budgeted $55,000 annually for the LARA but noted that the Agricultural Service Board (ASB) was considering slowly increasing the amount to $75,000. Council ultimately decided to set the contribution at $70,000 annually for the next three years.

Coun. Louis Dechaine, who also sits on the LARA’s board, stressed that the additional funding would provide stability, allowing the association to keep staff and continue its essential work. He noted that the organization has faced challenges due to the view from Lac La Biche County that LARA’s services were too focused on the Bonnyville area, where its main office is located.

Other councillors acknowledged the importance of ensuring LARA’s long-term planning capabilities. Coun.Ross Krekoski pointed out that maintaining staff is crucial for delivering services. Coun. Kevin Wirsta expressed optimism that Lac La Biche County might rejoin the organization in the future, given its prior significant contributions. Wirsta also suggested that LARA explore expanding its reach to other municipalities, such as the county of Two Hills, which has shown interest in the LARA’s events and programs.

Despite some concerns from council about the potential for future funding increases if other municipalities withdraw, the motion for the three-year funding agreement at $70,000 annually was passed.
